Why Would Public School In Lagos Be Rated High

The Executive Chairman of the Lagos State Universal Basic Education Board, Dr Ganiyu Sopeyin, says public schools have been showing greater quality.
He explained that statistics available showed that the level of education in the state was improving, adding that public schools in the state would continue to achieve competitive advantage.
A statement on Sunday said Sopeyin spoke after public primary school pupils in Lagos (Team Lagos) came third at the 56th Independence Anniversary Inter-SUBEB Schools Debate Championship in Minna, Niger State.
At the event, which was organized by the Universal Basic Education Commission, in collaboration with the President’s Schools Debate Nigeria, Sopeyin also emerged the Best Performing SUBEB Chairman in the South-West.
The Lagos SUBEB boss said, “Based on empirical statistics available, the level of education in the state is improving with the provision of education facilities, teachers’ welfare and training, construction and rehabilitation of schools and employment of teaching staff as approved by the government.
“The government will continue to promote the gains being achieved in the education sector, and continue to consolidate and strengthen the already mutual understanding and cooperation between the state and other stakeholders in the sector.”  culled from punch newspapers

The chairman should have given us empirical evidence as to the level of improvement recorded by Lagos State public schools. Because as far as i know and have seen, nothing has really changed. coupled with the fact that i have alot of friends in the system who tell me otherwise. Where were this statistics generated from, is it not from the same civil servants who are always covering up their shortcomings?
